摘要
在快速城市化背景下,流动人口问题是具有普遍性的社会管理问题,更将较之以往更为复杂,给城市的社会发展和管理带来新的问题与挑战的同时将在更为广泛的层面上影响着广州城市的公共安全。广州城市作为"政治经济中心"、"现代化中心"和"人口密集中心"的重要地位,其城市公共安全更具有全局战略性及广泛影响性。而人口在流动的过程中,城市存在着基础设施过载、公共卫生事件突发等风险敏感因素并对城市公共安全产生严重威胁,因此,着眼于社会稳定发展的全局,站在城市公共安全的高度上积极思考流动人口的问题,事关和谐社会的大局、事关人民群众的利益,更是建设"平安广州"的第一要义。
Transient population caused by the rapid urbanization has contributed to some social management problems, bringing new challenges to the social development and management. As a ＂political and economic center＂, ＂modernization center＂ and ＂densely populated district ＂, Guangzhou＇s public security is of overall and strategic importance and wide-ranging impact. In the process of migration movement, the city has been facing many challenges such as infrastructure overload, public health event outburst which may bring menaces to the public security. Therefore, we need to take effective measures to deal with the problems in hopes of building ＂peaceful Guangzhou＂.
