摘要
当前公安队伍建设中存在种种问题,主要是由于对警察的定位不准确、公安队伍建设欠科学、评价机制有缺陷等体制机制方面的原因造成的。当前执法规范化建设中存在的突出问题有:对执法不规范的原因认识模糊;制定出的规定缺乏针对性,实用性差;未能从制度层面着力促进执法规范化等。公安信息化建设中存在的突出问题有:对公安信息化建设认识模糊;"重硬轻软"、各自为政现象严重等。构建和谐警民关系中存在的突出问题有:对影响警民关系的原因认识不足;把构建和谐警民关系仅当成一句口号;无法用科学的考评机制引导和谐警民关系的构建等。
There are various problems in the current construction of police force, mainly due to system and mechanism reasons such as the incorrect positioning of the police, lack of scientific construction of the force and defectiveness in evaluation mechanism. The typical problems in the current construction of law enforcement standardization are indistinct understanding of the reason of nonstandardization of law en- forcement; lack of purposefulness and practicality in the formulation of regulations and insufficient efforts to promote the construction of law enforcement systematically. The typical problems in the information construction of public security are indistinct understanding of the information construction of public securi- ty; focusing on the important facts only and lack of coordination. The typical problems in the construction of harmonious relationship between the people and the police are inadequate understanding of the reason af- fecting the relationship; treating the idea of construction of harmonious relationship between the people and the police only as a slogan and unscientific evaluation mechanism to guide the construction.
