摘要
在贯彻科学发展观的过程中,政府绩效评估体系具有非常重要的意义,因为政府绩效评估体系是引导政府行为的指针。过去政府在引领社会发展的过程中,由于政府绩效评估体系与科学发展观的要求不完全一致,因而政府出台的政策和采用的手段,有相当一部分与科学发展观的要求不相符。与科学发展观相符合的绩效评估体系,是建立在人本主义思想基础之上的、充满人文关怀的体系,它以促进人的全面发展为价值追求,尊重社会发展规律和自然规律。在这一体系的具体指标中,基于具体个人多方面需求的指标占有关键地位,以解决社会具体问题而非创造政府需要的"成就"为主要考核方式。
In the process of implementing the scientific concept of development, the government performance evaluation system has great significance for being a pointer to government behavior. Much of the policies and strategies introduced by government once did not agree with of Science concept of development because of the disagreement of Government Performance Evaluation System and the request in the process of social development. Government Performance Evaluatiori System should be a system based on ideology and full of humanistic care, which pursues all-round human development and respects social and natural laws. In this system, the specific needs of individuals occupy a key position and the main assessment method is to solve specific social problems rather than the "success" created by government.
