摘要
文章分析了基层农业科技事业的历史作用、战略作用,论述了发挥基层农科院所作用的指导思想、基本原则、目标要求,提出了科技自主创新、创新载体优化、创新源头拓展、创新人才集聚、粮食高产创建、现代农业推进等推动农业科技进步的具体行动。
The historical roles and strategic function of grass-roots academies of agricultural sciences were analyzed in the paper. Guiding ideology and basic principles as well as objectives and requirements for giving full play of these units were discussed. Six concrete actions to promote the progress of agricultural science were put forward, such as independent innovation of science and technology, innovative vector optimization, advancing innovative sources, talents gathering, creating high-yield crops and promoting modem agriculture.
