党的十五大和九届人大一次会议都把搞好国有企业摆到了前所未有的高度来认识,既做出了战略性部署又提出了具体要求,可以说方向明确、目标清晰、措施具体,现已在许多方面取得了积极进展。然而,由于受市场需求的影响和亚洲金融危机的冲击,许多企业目前还难以走出困境,经营仍十分艰难。越是在困境中越是需要企业领导者保持良好的精神状态。
