摘要
科学发展观统领下的理性协调具有时空上的丰富内涵。环渤海区域理性协调发展战略的重点主要包括非均衡发展与均衡发展的协调、局部利益与整体利益协调、城市关系协调、城乡关系协调、产业布局协调、竞争与合作协调、市场机制与调控政策协调、内源型经济与外源型经济协调八个方面。理性协调是环渤海经济区理顺关系、加快发展的关键。落实理性协调发展战略应从区域一体化角度分析合作中存在的问题,选择切实有效的途径。
The rational co-ordination development under the scientific development concept has full of content. The emphasis of the strategy of rational co-ordination development include co-ordination of equilibrium and non-equilibrium development, the benefit of part and whole, relationship between cities, relationship between cities and towns, industrial distribution, competition and co-operation, market mechanism and macro-economic policies, inner and exogenous economy. The rational coordination is the key of economic development in regions around Bohai Sea. We should develop the strategy of rational co-ordination in the view of regional unity.
