摘要
中国提出了可持续发展的战略思想,要实现经济的可持续增长,就必须实现经济发展与环境保护的协调发展。然而,环境影响难于计量以及其非商品特性导致的市场失灵问题,造成在项目的可行性研究中忽略了对环境影响的外部性。本文开展的建设项目环境影响的经济计量研究,通过采取费用效益分析和环境价值评估技术相结合的方法,试图实现从经济角度对环境影响进行定量分析,真正做到在项目经济决策中充分考虑环境问题的目的。
Our country has putted forward the strategic thoughts of sustainable development, in order to achieve economic sustainable growth, it must be coordinated in development of economy and environmental protection. However, the environmental impact was difficult to measure and its characteristic of non - commodity resulted in marker failure, the external aspect of environmentalimpact has always been ignored on the stage of feasibility study. This paper combines the CBA and Assessment of Environment value and tries to achieve the quantitative analysis of environmental impact by economy quantitative study in construction projects, and then we can consider environmental impact in economy decision -making.
