摘要
中国高校问责制度变迁经历了三个阶段:高校"无权"状态下内部检查式的问责阶段,落实高校办学自主权状况下逐步规范化的政府问责阶段,以政府为主、社会逐步有限参与的问责阶段。总体来看,我国高校问责制被锁定在一种低效率的路径之中,在行政模式的轨道上逐步演进。计划经济体制的思维惯性、集权管理运作模式、官本位的文化观念等是影响我国高校问责制度的深层结构;同时,在高的构建成本、学习效应、合作效应、适应性预期、市场不完备、利益以及信念等因素的作用下,我国高校问责制度体现出很强的路径依赖现象;但也有制度的微调、转换甚至剧烈变化。必须寻找我国高校问责制度变革的关键节点,从路径依赖到路径塑造是历史的必然选择。
Accountability system in China's higher education has gone through three stages of development.In the first stage,higher education institutions(HEIs)were 'without autonomy' and received inspections from Government as its subordinate departments.Later,HEIs obtained greater autonomy and experienced gradually standardized evaluation from Government.Finally,Government was still the chief inspector,but some social forces also got partially involved in the evaluation of HEIs' performance.Generally speaking,accountability system in China's higher education was characterized by low efficiency and prevailing bureaucracy.The roots of such an inefficient and bureaucratic accountability system lie in the thinking inertia of planned economy,operational practice of centralized government,and people's high esteem for administrative positions.As a result of various factors,such as high construction cost,learning effects,cooperation effects,adaptability expectations,market imperfection,interests,beliefs,etc,accountability system in China's higher education showed great path dependence;nevertheless,it underwent minor adjustment,transformation as well drastic changes at the same time.It is certainly necessary to find out the key to the reform of accountability system in China's higher education,so as to turn it from being path dependent to path shaping.
