以人为本内在地包涵主体的人、客体的人、客体的人的什么、怎样实现和"本"五层含义。具体来说,其内涵就是中国共产党和她领导下的全国各族人民,以最广大的人民群众的根本利益为出发点和归宿,紧紧依靠人民群众,调动人民群众的主动性、积极性、创造性,实现好、维护好、发展好人民群众的根本利益,促进人的自由而全面的发展和社会的全面进步。
