摘要
灾害带给人们破坏与不幸,几乎所有国家都有应对灾害的管理系统,而发达国家应对灾害有相对比较成熟的措施,对发达国家的灾害管理系统进行研究非常必要。本文首先从法律制度、组织机构等方面对中国以及主要发达国家的灾害管理系统做了对比与分析,找出了中国的灾害管理系统与主要发达国家的差距,最后,从法律制度、机构、机制、抗灾队伍等方面提出了政策建议。
Disaster brings people destruction and misfortune.Almost every country has its disaster management system,but,the developed countries have relatively more mature measures to respond to disasters,so to study their disaster management system is very necessary.This paper makes a comparison and analysis about the disaster management systems between China and major developed countries from the angle of legal system,organizations at first,and then identifies the gap of China's disaster management system and major developed countries',set of policy recommendations from the legal system,institutions,mechanisms,disaster team at last.
