摘要
关于政策与法律在制定主体和程序、文件形式、调整和适用范围以及稳定性等方面存在差异性的观点均存在若干难以克服的缺陷。政策与法律都是由数量众多的语句所组成的,只有特定的规范性语句才能成为法律规范,政策中语句的语句类型则没有限制,从语句逻辑类型的角度,可以较为准确地表述政策与法律的差异性。
In terms of policy and law,some irremediable flaws exist in the makers,procedures,forms of files,adjustment and range of use.Policy and law are composed of a large number of sentences,and only in special standard sentences,can they make the law.There is no limitations to the types of sentences,from the logic type,the differences between policy and law can be accurately described.
