摘要
以纵向政府间关系的变化为分析主线,探索了基础教育发展过程中中央政府与地方政府间的纵向关系变化对基础教育的影响,并进一步探讨了二者发展过程中存在的矛盾关系,最后对如何理顺它们之间的关系进行了思考。
Taking the intergovemmental relations＇ changes as main thread, this study probes into the effect of longitudinal changes between central government and local government on basic education in its development, history. Then we discuss the contradictions that exist in their development. At last, we make some recommendations on how to rationalize the relationship between them.
