摘要
劳动力转移培训是政府为推动农村地区发展而采取的一项惠民措施。在具体的实施过程中,信阳地区采用了"订单培训"这种市场导向的培训模式,有效地解决了农村外出劳动力的就业问题,增加了务工者及其整个家庭的收入,成为农民脱贫致富的有效路径。这一模式运作的特点:一是政府资源与民间资源的互动;二是输出地与输入地之间的联结。
The training project for transferring labor is a policy benefiting residents which provided by government to promote the development of rural areas. During the process of executing, Xingyang employed the order training, a mode of market-oriented. This mode makes the rural labor get a job easily, improve the income of out workers and their home. So it became an effective path to make peasant out of poverty and being rich. The Xinyang mode also reflects the interaction of governmental and civil resources, and the linking between export and import areas.
