摘要
《钦定藏内善后章程二十九条》是清朝治理西藏的一部极其重要的法典,也是研究西藏历史不可或缺的重要文献。不少学者根据章程的内容对福康安的政治、经济、军事等一系列思想进行了研究,但几乎没见到关于其廉政爱民思想的说法。文章通过对章程的部分条款进行分析研究,认识到福康安廉政爱民的思想非常重要,对现实社会具有一定借鉴作用。
As a fundamental important code which Qing dynasty had ruled Tibet, the 29-Article Ordinance for the More Efficient Governing of Tibet is the indispensable material to study Tibetan history. According to ordinance＇s contents,many scholars made a series of research about politics,economy,military,and so on,involved with Fu Kang＇an,however,until now,there seldom has opinion about his thought of incorrupt government and concern for the people. Through analyzing and researching on the part of articles of ordinance,the paper realizes that the thought of Fu Kang＇an,incorruption and concern for the people,is extremely important,especially use for reference on current society.
