摘要
科学决策必须以贯彻落实科学发展观为前提,必须以惜民惠民为出发点和落脚点,必须以遵循科学的决策原则和实施科学的决策程序为基本途径,这三个必须既是实施科学决策的基本理念,又是实施科学决策的根本保证。
Scientific decision must regard implementation of scientific development view as the prerequisite,cherishing and favoring the people as the starting point and standpoint,and regard following scientific decision principle and implementing scientific decision procedure as the basic route.These three ＂must＂ s are not only basic ideas of implementing scientific decision,but also the fundamental guarantee of implementing scientific decision.
