The conjunction of technology transfer and technological innovation is the best choice to realize the technical progress of the enterprises in Western Minority Areas. To help the enterprises change from following mimicry to following mimicry and independent innovation, and to really realize the technical progress, the game mechanism of the transferor and the transferee cooperating or competing need to be constructed and the support of governmental policy need to be strengthened in Western Minority Areas.
