摘要
以理性行为理论为指导,客观分析农户农地流转行为内部结构和产生发展过程,是规范农户流转行为、建立和完善农地流转市场的内在需要。准确把握农户流转行为动机和意向、客观分析流转行为过程和特点、全面探究流转行为规律和要求,有利于选择和安排农地流转制度、促进农地流转市场健康发展。而引导农户流转意向、完善农地产权结构、强化农地利益保障、健全流转信息平台、转变政府职能则是保障和促进农地流转行为健康发展的重要保证。
Under the guidance of Theory of Reasoned Action （TRA）, this paper makes an objective analysis of the internal structure and the generating and developmental process of farmers＇ behavior of agriculture land transfer, which is the intrinsic necessity of regularizing farmers＇ transfer behavior, establishing and perfecting agriculture land transfer markets. It is helpful to choosing and planning the agriculture land transfer system, pro- moting the agriculture land transfer market to develop healthily that precisely grasping the motivation and inten- tion of farmers＇ behavior of agriculture land transfer, objectively analyzing the process and characteristics of the transfer behavior and comprehensively exploring the rules and requirement of transfer behavior. Conducting guid- ance to farmers＇ transfer intention, improving the property right structure of farmland, strengthening the benefit security of farmland, perfecting the information platform of transfer and transforming the government functions serve as the important guarantee for safeguarding and promoting the behavior of agriculture land transfer to develop healthily.
