摘要
中西部地区为提升承接东部产业转移中的竞争力,不断改善地区或区域金融生态,但在改善金融生态过程中,普遍存在重城市轻农村,重局部轻整体,重承接产业的转入轻原有产业的提质改造,重制度制定轻软环境建设等弊端。中西部地区要有效增强对东部产业的吸引力,在改善金融生态时,应坚持城乡统筹改善;整体局部协调发展,地方与区域加强合作;原有产业布局调整、优化升级同产业承接相衔接;制度制定与实施相一致,软硬件建设同步进行。
In order to increase competitive strength, western and middle areas have improved their financial ecology when they accept eastern industry. But there exists misunderstandings that they make light of rural area, unity, present industry, soft condition. To enforce attractive power effectively, they should insist on coincidence between city and countryside, part and unity, accepting industry and present ones, hard environment and soft ones.
