摘要
中国农村传统合作医疗制度包括预防保健和合作医疗两个层面,它的实行提高了农民对医疗卫生资源的可及性与可得性,它所积累的丰富经验对当今农村医疗卫生改革具有重要的参考价值。从对侯家营的个案考察可以看出,坚持服务大众、追求卫生公平,应根据农村实际,建立服务乡村、真正惠农的囊括合作医疗和公共卫生服务的医疗卫生保障制度体系。
The rural traditional cooperative medical system during the collective period contains preventive health care and basic medical service, which has increased the accessibility and availability of medical resources for villagers. The rich experience has provided references to the village health reform. The case study of Houjiaying shows that in order to serve the public and maintain fairness, we should establish the medical and health security system including preventive health care and basic medical service, which can benefit villagers.
