摘要
基于保密文化环境下制定的现行档案管理制度与政府信息公开制度之间存在冲突,主要表现在:对社会公众利用档案限制严格,档案保管部门自由裁量空间过大两个方面。要理顺档案管理制度与政府信息公开制度之间的关系,主要可以从如下两个方面着手:将机关档案利用作为政府信息公开的有机组成部分,保障社会公众对档案馆中政府档案的利用权。
The conflicts between current archival management systems formulated based on Secrecy culture and governmental information opening are embodied as two sides. Government is to limit the public to use the archive and the department to manage archive has too much right. In order to solve these problems, we should reduce the limit of public access to archive kept by all kinds of governmental department and take steps to ensure the right of public to use the archive kept in archives.
