摘要
加快建立公正的社会保障体系是当前我国贯彻落实科学发展观,构建社会主义和谐社会,实现共同富裕目标的迫切要求。长期以来,对于"如何实现社会保障制度改革,完善社会保障体系建设"的研究探讨占据了主流的地位,对于国家政府的政策制定起到了确实的影响作用。相对于制度优化选择和模型效率运行问题的受关注程度,则社保制度改革的目的,即实现社会保障的全民公正性问题,涉及到具体的内容意义等方面,在一定程度上其地位已被忽视甚至弱化。因此,再次审视并反思当前的国家现实及发展状况,进一步全面探讨社会保障公正性问题,才能真正解决全体社会成员生产、生活中涉及的最迫切的公平问题。
The acceleration of establishing a fair social security system is an urgent requirement in the implemen- tation of scientific development concept and in the building of a socialist harmonious society and in the achieving the goal for common prosperity. For a long time, ＂how to make the reform of social security system and how to improve social security system＂ has been the mainstream of the study, which has played a tangible effect on the policy - making of the government. The option of relatively optimized system and the running of model efficiency attract more attention, but the purpose of the social security system has been neglected and even weakened at a certain extent. The re - examinations and reflections on the current reality and the development of the country really solve the most pressing issue, i.e. the fairness concerning with the production and daily life of all the social members.
