摘要
大规模的农民流动对村民自治产生了重要影响。比较流动农民与非流动农民参与其户籍所在地村民自治活动的状况可以发现,流动农民参与村民自治的程度远低于非流动农民,特别是在民主选举村民委员会的过程中表现得非常显著。当前,流动农民参与村民自治的成本在上升,而其意愿却在降低,这必然导致流动农民参与村民自治活动的减少。因此,在村民自治活动中,应充分考虑流动农民的自身特点和社会处境,为流动农民参与村民自治活动提供便利条件,并提高他们对参与村民自治重要性的认识,提高他们参与村民自治的积极性。
The large-scale peasant flowing has an major impact on villagers’autonomy. Comparing the par-ticipation behavior of transient peasant with that of permanent peasant in villagers’autonomy, it can be found that participation of transient peasant in villagers’autonomy is far less than that of permanent peasant, espe-cially on the process of democratic election of village committee. At present, raising the cost of participating in villagers’autonomy and degrading the participating wish of transient peasant inevitably lead to descending participation behavior of transient peasant. Therefore, it should be gived more consideration to the inherent characteristics and the social situation of transient peasant so as to facilitate the conditions of participation in villagers’autonomy and to enhance their awareness of the importance of participation in villagers’autonomy.
