摘要
图书采购招投标是近年来高校图书馆、公共图书馆兴起的一种新型采购模式。从招标准备、发布信息招标、资格预审、发放招标文件、投标文件递交、开标评标定标及发出中标通知书等全过程,其目的是规范图书采购行为及扩大图书采购渠道,避免采购过程中违规现象的发生,确立图书市场行为的共同准则,从而维护图书市场的公平竞争。笔者结合本市的图书招投标实践,就图书采购招投标运作模式存在的问题,提出对策进行探讨。参考文献10。
The books purchase tender is one kind of new purchase pattern which the recent years university library and the public library emerged. From the entire process of the tender preparation, the issue information tender, the qualifications preliminary hearing, the provide tender document, the bid document submit, the opening of bids evaluation of tenders calibrate and sending out, we could know that its goal is making the books purchase behavior standard and expanding the books purchase channel to avoid the contrary phenomenon occurrence and establish the common criterion of the books market behavior. In this way, we can maintain the fair competition of the books market. The author proposes the countermeasure to discuss the problems of the books purchase tender mode. 10 Refs.
