摘要
质量内涵的核心,是标准及规范。公安领域的执法"规范",就是要在管理上下功夫。公众对公安机关的评判标准,取决于其执法质量水平的高低。将执法规范注入"理性"、"平和"、"文明"等新的内涵,是时代的呼唤。公安执法的规范化建设必须与队伍建设的长效机制结合起来、把解决现实当中突出问题与长远目标的谋划结合起来、将实践中的务实与理论上的务虚结合起来。
The essence of quality connotation is standard and criterion. The ＂criterion＂ of police enforcement lies in working on administration. The judging standards of the public for the police lies in the quality of law enforcement. It＇ s the calling of our times to add ＂reason＂ ＂gentleness＂ and ＂courtesy＂ to law enforcement standards. Standardization construction of police law enforcement must be combined with long-term mechanism of police construction, solving practical hot issues must be combined with designing goals in the long run, being practical in policing must be combined with being ideological in theory.
