摘要
看守所制度改革已刻不容缓。至于改革的方向,法学界已达成共识,那就是把看守所划归各级司法局管理。这也是多数国家的通例。如何进一步理顺管理体制、细化羁押程序、完善法律监督成为摆在改革方向上决定改革成败的关键。
The reformation of the detention center system should not be delayed any further. The jurisprudence community has reached consensus on the reformation direction, which is to place detention centers under the control of various levels of Bureaus of Justice. This is also the common practice in many countries. The key to this reformation is the rationalization of the management system, the refinement of the custody procedures, the improvement of the legal supervision and the formalization of the accountability sysem.
