摘要
正确处理社区党组织和社区自治组织的关系,是加强社区党建和社区建设工作面临的共同课题。当前,主要应防止在社区自治组织中复制党政不分的领导体制的倾向,全面认识和研究社区党组织发挥领导作用的有效途径和组织形式,同时,切实发挥社区成员代表大会的作用,通过"议行分设"的管理体制实现对社区自治组织的领导。
Properly handling the relations between community party branches and community residents＇ autonomous organizations is the common topic we faced during Party construction in communities and community construction. At present, our major tasks are to prevent the community autonomous organizations from copying the system of erasing distinctions between the Party and the government, fully understand and study the effective ways and organization forms for the community party branches to perform their leading roles, bring into full play of the community members congress, and lead the community autonomous organizations by implementing the management system of ＂separation of legislation and execution＂.
