摘要
加强农村基层组织建设,是全面提高党的执政能力的必然要求。从我们调研的情况看,农村基层组织建设总体情况是好的,但也存在一些不容忽视的问题,主要表现是:办事无钱;办事无力;办事无人;办事无方。因此,推进农村基层组织建设的对策是:第一,正确处理四个关系,着力解决"思想认识"问题;第二,加强基层党组织班子建设,着力解决"有能人办事"问题;第三,加强党员队伍建设,着力解决"有骨干办事"问题;第四,坚持工作重心下移,着力解决"有方法服务群众"问题;第五,建立机制创新载体,着力解决"有章法办事"问题。
It＇ s a necessary requirement of making all - around improvement in the CPC ＇s governing capacity to strengthen the construction of rural grass - roots organizations. Judging from our investigation and study, the overall situation of building rural grass - roots organizations is good while some problems, which can＇ t be neglected, remain with main trends in the following aspects when handling affairs：lack of money, lack of efficiency, lack of human resources,and lack of proper means. The following 5 measures should be taken simultaneously to promote the construction of rural grass - roots organizations： first, to handle the 4 relations appropriately with emphasis on reaching a consensus ; second, to strengthen the construction of grass - roots leadership of Party organizations focusing on being armed with capacity to do jobs;and third, to strengthen the construction of Party ranks centering on owning backbone members to do jobs; fourth,to stick to the principle that the primary task should be grassroots - oriented concentrating on mastering the art of serving the people;fifth, to establish the innovation system with the stress on solving problems according to related rules and regulations.
