摘要
以若干地方性法规和地方政府规章为研究对象,对林权流转程序中的林权流转审批事项进行梳理,分析审批的性质和效力,并提出了规范林权流转程序的建议。
This paper sorted out the examination and approval proceeding in forest property transfer procedure by taking some local regulations and local rules as the research objects,then analyzed its legal attribute and legal validity,and put forward a proposal for regulating procedure of forest property transfer.
