The UK government intervenes in the activities of the public media. Radio and television are largely regulated in the UK. There are some 50 pieces of legislation, as well as the Broadcasting Act and internal codes and practices restricting the freedom of media. BBC, nevertheless, is under the regulation of its Producers' Guidelines. This paper sets out to review the history of BBC as a semi-state-owned media and the event of Hutton Report, and then analyzes its future under the backdrop of BBC's White Paper.
