摘要
国家"十一五"规划纲要中首次提出推进形成主体功能区,按照区域的主体功能定位来规范空间开发秩序。以重庆市为研究对象,立足不同功能区分工、发展战略和模式不同,结合不同功能区的现状、财政收支情况以及主体功能区的划分对财政收支的影响因素,制定并实施推动主体功能区协调发展的财政政策措施。
The outline of national ＂11th Five-Year Plan＂ promotes the formation of the main functional areas and regulates the order of space development according to the orientation of the main functional region. The paper takes Chongqing as the research object and makes the following conclusion. According to different functional areas, we should make different division of labor and different development strategies and patterns. We should promote the coordinated development of fiscal policy measures according to the factors including the different status quo of functional areas, fiscal revenue and expenditure as well as the influence on fiscal revenue and expenditure of the main functional areas division.
