摘要
行政权力是高职院校最强势的内部权力,而不受制约的权力在运行中容易出现权力的滥用和异化,导致腐败。高职院校可以借鉴人类社会对权力制约的模式,从规则制约、权力制约、权利制约、道德制约等方面构建制约机制,增强权力控制的法制化、合理化、阳光化、自制化,强化行政权力内部制约,从源头上逐步铲除滋生腐败的土壤和条件。
The administrative authority is the quality colleges and universities most strong trend internal authority, but is not restricted the authority easy to present the authority in the movement abusiveness with the disassimilation, causes the corruption. The quality colleges and universities may profit from the human society to the authority restriction pattern, from aspects and so on rule restriction, authority restriction, right restriction, moral restriction constructs the restriction mechanism positive, the enhancement authority control legalization, the rationalization, actinic, the self-restraint, the strengthened administration authority interior restriction, eradicates gradually from the source multiplies the corrupt soil and the condition.
