摘要
技术向工程的转化是"自然—科学—技术—工程—产业—经济—社会"链条中的一个关键环节。技术理性和经济理性都是有限理性,往往追求自己的技术目标和经济目标,而忽视技术向工程转化的风险和相关者的利益诉求,公众的参与具有合理性。技术是否以及在何种程度上、多大范围内向工程转化应该由技术专家、工程师、企业家、利益相关者以及公众经过公共协商决定。各理性主体经过交流、讨论、博弈、协调后,形成公共理性,为技术向工程转化确立初始条件,设立边界条件和约束条件。
Technology turning into engineering is a key link in the chain of "nature -- science -- technology -- engineering -- industry -- econ- omy -- society ". Since technological reason and economic reason are all limited reason, they always pursue their technological objectives and e- conomic objectives, ignoring the risk and interests demanding from relational persons. Therefore, public participation has its rationality. Whether technology being turned into engineering or not, together with what degree and range, should be determined by public deliberation a- mong technological experts, engineers, enterprisers, investors, interest relational persons and public. These subjects form public reason after interchanging, discussing, gaming, coordinating. They define initial conditions and set up boundary or constraint conditions.
