摘要
建设用地市场的城乡分割局面在很大程度上阻碍了城乡一体化发展的道路。在对当前城乡建设用地市场现状分析基础上,提出了现代市场理念下城乡一体化建设用地市场的必然要求,并认为"不转权"的集体建设用地市场是关键。结论是城乡一体化的建设用地市场可以通过乡镇企业建设用地直接入市、宅基地一体化流转以及缩小征地范围三个方面实现。
Dual-markets in construction land impedes the development of urban-rural integration. On the view of the present status in urban-rural construction land, this paper analyses the inevitable requirement to operate urban-rural construction land market, and holds that it is the key to improve the ownership-continued collective construction land market. The conclusion is that urban-rural construction land market can be realized through market-operation directly of construction land in township enterprises, integrative transference of rural residence land and restriction of land requisition.
