摘要
加快建立与经济社会发展水平相适应的、覆盖所有城乡居民的、城乡接轨、城乡一体的社会保障体系,对于实现城乡经济社会协调发展有着非常重要的意义。如何建设城乡一体化的社会保障制度,是一项系统工程,需要:1.夯实物质基础;2.克服薄弱环节;3.找准突破口和切入口;4.建立基本模式;5.建立长效机制,这样循序渐进地推进。
Speeds up the establishment of economic and social development level, and covers all urban and rural residents, urban and rural areas into urban and rural social security system integration, for the realization of coordinated economic and social development in urban and rural areas has a very important significance. How to build an integrated urban and rural social security system is a systematic project, the need to lay a solid foundation for its material base, to overcome their weaknesses, seize the breakthrough point, clearly the basic model, and establish a long-term mechanism, step-by-step manner.
