摘要
分析了欧洲铁路现有的竞争能力,明确了今后公司的重点将由增加运量向增加经营利润的方向转变,阐述了欧洲铁路从垄断走向全面自由化、开放铁路基础设施、允许新的经营者进入铁路市场等相关的问题,提出了运输系统欧洲化及自由化的选择方案,以及欧盟提供的结构调整的手段和条件,并就意大利铁路的投资问题、高速铁路融资模式及经济和社会回报中国家的作用进行了具体的分析。
The article analyses the existing competitive power of European railways, defines the transition from the increase of traffic volume to that of business profit. The European railways will be completely liberty-ori- ented from monopoly, will open railway infrastructure and allow new managers to operate in railway market and so on. It puts forward several plans to eu-ropeanise and liberalise the European transportation system. Conditions and means of reorganization provided by the European Railway Union are proposed. It also makes a detail analysis on investment of Italian railways, the financing model of high-speed railway and functions of the State in economic and social return.
