摘要
集体林权制度改革是现代林业建设的一项重要内容。通过对桂东县集体林权现状以及现代林业建设所面临的林权问题的分析和论证,从完善森林分类经营,明晰林地、林木权属,建立林农自主经营机制等方面,提出桂东县集体林权制度改革的总体思路和具体措施,为南方集体林区集体林权制度改革提供参考。
The collective forest right system reform is one of important contents for modem forestry construction. Through the analysis and proof to the status quo of collective forest right as well as the forest right problems which faced by modem forestry construction in Guidong County, and from such aspects as perfecting forest classified management, clearing the right ownership of forestland and tree, and building the independent management system of forest farmers, etc., the master train of thought and concrete measures for collective forest right system reform in Hunan Guidong County are raised. It will provide references for collective forest right system reform over collective forest region in South China.
