本文首先简要回顾２０００年问题的起源，然后重点讨论了２０００年问题的特点和相应的解决方法，最后对政府在２０００年问题的解决过程中应起的作用也做了初步的探讨。
This paper first raises the cause of the problem, then focus on its characteristics and the solution, the function of the government in the whole procedure is also covered briefly in the end.
