摘要
水文实验与水资源研究是水文学科和水资源学科发展的基础,在水旱灾害的治理研究中离不开水文水资源的科学实验。随着人类活动影响的加剧,流域的下垫面条件及水资源的补径排条件都发生了很大变化,以往的实验成果已不能满足新时期水文学科发展的需要。回顾了淮河流域水文实验所经历的五个阶段,指出新时期加强水文实验的重要性和迫切性,分析淮河流域水资源及开发利用特点与存在的水问题,提出新时期水资源的研究方向及研究重点。
The research on hydrology and water resources experiment is the fundamental condition of the development of these subjects. Since 1990＇ s, the basal experiment research on hydrology has been in low tide and lots of experiment research institute of hydrology have existed in name only. With the aggravation of human activities＇ effect, the underlying surface of water basin and the inflation, runoff and draining of water resource have changed greatly, and the used experiment result have could not satisfied the demand of the development of hydrology in new period. In this article, the four development stages of experiment research institute of hydrology and water resource in Huaihe River Area are analyzed. The importance and essentiality of strengthening basic hydrologic experimental study in new period are proposed, the characteristic, study status quo and being problem of water resource and exploitation are analyzed, The demand to the research on hydrology and water resource experiment and the content of water resource research are brought forward.
