摘要
目的:系统分析石河子市社区卫生服务体系建设活动产出情况,总结经验,分析存在问题并提出政策建议。方法:问卷调查、访谈、现场观察和资料收集相结合。结果:2008年1～9月,在医疗服务方面,社区卫生服务机构共提供门诊服务11万人次,占区域门诊量的22.44%。但院前急救和出诊服务提供量较小,分别为483人次和15人次。双向转诊存在上转容易下转难的问题。在公共卫生服务方面,78.00%的社区卫生服务机构提供残疾康复指导和康复训练,25.00%的机构提供慢性病管理,65.00%的机构提供妇幼保健服务。社区卫生服务机构平均每月开展一次健康教育。结论:社区卫生服务体系已经建立,"六位一体"功能基本实现,但服务能力需要加强,双向转诊有待畅通。
Objective： To systematically analyze activities and outputs of building community health service（CHS） system in Shi Hezi; to draw the experiences, identify issues during the building process, and make suggestions for policy makers. Methods： Questionnaire investigation, interviews, field observation and documents collection. Results： From January to September in 2008, the CHS facilities owned by the local government have 217 117 outpatients, accounting for 22.44% of total regional outpatients. The pre-hospital emergency services and visits of patients at home are relatively few, with 483 and 15 respectively. Most facilities have no pre-hospital emergency services. The patient is easily transferred from CHS centers to up level hospitals, but vice verse. There are 78.00% of the facilities having guidance and training of rehabilitation, 25.00% of them having the management of chronic disease, 65.00% having maternal and child care services. The health education is held every month at average. Conclusions： The community health service system in Shi Hezi has been set up, the function of “Six in One” has shown. However, the service capacity and the two-way referral system need to be further strengthened.
