摘要
近年来各种行政规划密集颁行,通过行政规划整合行政和社会资源,促进经济社会全面发展,已经成为我国各级政府的重要选择。行政规划的发展与政府行政职能的变迁息息相关,它既顺应了行政职能转变的需要,也是行政职能转变的具体体现。行政规划区别于传统命令式、强制性的行政方式,它是政府提供公共服务的蓝本,也是政府提供公共产品合法性的重要依据,其发展符合服务政府建设的基本要求。行政规划又兼具行政指导的某些特质,其复合特征典型地反映了职能转变背景下政府行政方式的深刻变化。适应行政职能转变的内在需要,行政规划必须走法治化道路。
Recent years have seen that various administrative plans are ratified, and it has been the important choice of the govern- ments at various levels to reorganize administrative and social resources to stimulate the overall development of the economy and the so- ciety. Administrative planning is closely associated with the transformation of administrative functions, not only does administrative planning meet the demand to transform the administrative function, but also it the concrete embodiment of the transformation of administrative function. Administrative planning is not the traditional compulsive planning, hut the blueprint for the government to provide public service, and it is also an important indicator of the legality of the government＇s public service, and its development is in accordance with the basic requests of government construction. At the same time, administrative planning also bears the characters of administrative direction, the double characters typically reflect the profound changes of administrative mode in background of transforming the administrative function. In order to meet the intrinsic demand of transforming administrative function, administrative planning must be legalized.
