摘要
在过去的10年当中,很多发展中国家的政策制定者都热衷于学习发达国家产业集群发展经验并以此作为制定本地区经济发展的政策依据。无论是这些政策制定者还是研究者都倾向于关注集群政策的正面作用,而对其负面缺乏认识。集群提升政策可能被扩大、被同质化,它受全球化趋势的影响,可能阻碍当地经济的发展,也可能限制价值链的延伸。有效的集群政策应该超越单纯的复制他国他地经验,应以本地实际情况为准。
In the past decade, many developing countries were keen on learning from developed nations with regard to industrial cluster development and took the experience of developed nations as the basis of their policy-making. The policy-makers and researchers tended to highlight the positive role of industrial cluster policy and neglect its negative role. This may result in the excessive expansion and homogenization of the industrial cluster policy, which will probably hold back the development of local economy and the extension of value chain. Effective industrial cluster policy should move beyond the experience of other nations and regions and base itself on local conditions.
