移相是在微机保护及监控中经常遇到的问题。提出了一种新的通用短数据窗移相算法，该算法适用于不同频率的信号和不同采样频率的移相计算，且有很高的精度和速度。
Phase shift is often used in computer relay protection and control.The paper proposes a new phase shift method with short data window.The method can be adapted to different frequency signal and different sample frequency.It has the characteristic of high accuracy and high speed.
