With the deeper development of socialist market economy of our country, autonomy in running schools of hight vocational eolleges has been gained clearly. Capital flow has increased accordingly due to the diversification in the school system and expansion in the scope of college . The finanical management system of higher rocational College has been changing greatly. It has become;an important task for higher reeational college how to innovate management idea and build proper and efficient financial budget management system.
