摘要
为贯彻落实科学发展观,统筹城乡发展,必须对现行地方行政体制进行改革。一是改革市管县体制,扩大县级政府权限,逐步取消地市级政府建制,把省直管县作为改革方向。二是要在试点的基础上全面改革乡镇机构,强化乡镇政府的公共服务和社会管理职能,省官减费,精简乡镇机构,减少人员编制。
To implement the scientific concept of development,co-ordinating urban and rural development,it is necessary to reform the existing local administration system.First,reform the city governing county,expanding the rights of county government and abol- ishing municipal government system gradually,and set up province governing county system.Second point is to reform institutions of county,strengthening the county government＇s public services and social management functions,reducing the staff and cutting expens- es ,streamlining the administrative structures.
