摘要
随着高等教育投资体制改革的不断深入,高校的发展面临前所未有的机遇与风险,如何有效利用基本建设资金,提高投资效益,是高校投资计划管理部门应该深入思考的问题。本文从高校基本建设项目规划、立项管理、前期设计、施工、工程结算等方面,阐述了如何加强高校投资计划管理工作。
With the undergoing of depth confronted with unprecedented opportunities reform of investment system of capital and risks. How to take effectively use construction, the development of universities of capital funds so as to improve investment returns becomes the main problem that the investment planning department of universities should take into account. In this ar- ticle , capital project planning, project management, preliminary design, construction, project price settlement, and etc. are ana- lyzed to clarify how to strengthen the management of investment planning in universities.
