摘要
城市化的发展带来耕地大面积被征用,失地农民不断增多。如何构建失地农民社会养老保险法律制度是社会保障法领域研究的新课题。很多地方在探索失地农民社会养老保险制度时运用"土地换保障"理论,建起了行之有效的筹资模式,其中浙江嘉兴、四川成都比较有代表性,通过对其制度的比较研究与分析,从立法形式、资金筹集、保险对象等方面对失地农民社会养老保险制度的构建提出了建议。
Because of citilization, a large number of fields have been confiscated, and the number of peasants who lose their fields has increased. So how to construct the system of endowment insurance for the peasants becomes a new subject in field of social security. In order to solve this problem, many districts use the theory ＂exchanging field for insurance＂, and have bulit an effective finacing mode, such as Zhejiang Jiaxing and Sichuan Chengdu. Through comparing and analyzing the system, my thesis gives some suggestion on how to construct the system of endowment insurance for the peasants who lose their fields from the angles of lawmaking, finacing, object of insuring and so on.
