摘要
本文在简介资源系统与资源开发概念的基础上，提出了资源开发的原则，并结合我国资源开发的限制因素，提出了开发措施。
On the basis of the brief explanation of the concepts of the resources exploitation and the resorce sys-tem, this paper gave the prindple of exploiting the resources in conjunction with the restricting factors in China, and al-so put forward the approaches of resources exploitation.
