摘要
因受征地范围广、建设成本高、政策依赖性强及开敞式、零散式施工等因素影响,使得风电场建设的不确定因素尤为复杂。严格把握风电场建设的质量、进度、投资、安全、环境等方面的风险控制,在风电项目管理过程中非常关键。文中介绍了风电场建设中风险的识别、评估分析、防范和监控方法,促使风险向有利方向转化,可为有效预防和控制风电项目风险提供参考。
The uncertain factors from the wind farm construction are particularly complicated under the impacts such as the larger area of land requisition, the higher construct cost, the higher dependability on policy, the open and uncentralized construction, etc. It is quite important during the management of construction of wind power project to strictly control the risks from the aspects of the quality, schedule, investment, safety, environment and so on. The methods of identifying, evaluating, preventing and monitoring the risks are described herein, so as to make the relevant risks to be converted in a favorable direction; which can provide better references for the effective prevention and control of the risks from the construction of wind power project.
