摘要
以各地上报工作信息及部分省份现场调研情况为基础,文章系统分析了各地在新型农村合作医疗信息化建设中管理信息系统建设基本思路、系统功能划分、系统管理与维护以及人才培养等方面存在的主要问题与困难,并以《新型农村合作医疗信息系统基本规范(2008年)修订版》为基础,提出具体解决措施,以帮助各地调整和完善信息化建设策略,促进各地信息化建设科学并有序推进。
Based on work briefings reported by the provinces and results of field surveys into relevant provinces, this paper systematically analyzes the main problems and difficulties encountered by the provinces in constructing the new rural cooperative medical scheme information system in terms of strategies, functions, management and maintenance, and HR development, etc, and provides detailed solutions under the framework of the 2008 regulation, so as to provide the provinces assistance in adjusting and improving their constructing strategies and therefore promoting rational and orderly construction.
