摘要
农田水利基础设施中存在着建设、维护和使用等多元化的利益主体,相互之间存在着多层次的利益关系。利益关系的不均衡会导致农田水利基础设施年久失修、毁坏严重,只建不管、效率低下,管理组织濒于瘫痪等问题。农田水利基础设施建设维护的政策导向应体现在提高设施利用效率,降低维护保养和监督成本,保证设施的可持续利用,逐步完善多元化、多层次、多渠道的投资模式,形成利益均衡的运行维护使用模式。
There exist many muhivariant beneficial mainbodies, such as construction, mainttenance and application and multi-level beneficial relations,in the infrastructures of irrigation and water conservancy and there still exist multi-beneficial relations among the above mainbodies. The unbalance of the beneficial relations will cause the infrastructures of irrigation and water conservancy to have many questions such as being not repaired for a long time;being seriously mangled;only setting up without being managed;low service efficiency;management gets paralyzed, etc. It is necessary for the maintenance policy of the infrastructue of irrigation and water conservancy to be embodied in enhancing the service efficiency of the facilities;keeping down the cost of maintenance and supervision;guaranteeing the sustainable utilization of the farm irrigation facilities ; gradually perfecting the pluralistic investment mode, so as to form the operation, maintenance and application mode of the , multi-level and multi-channel beneficial banlance.
